This is going to be a high rise for sure.

Look at where the bus is.
The size of a bus is pretty big.

The plastic cover probably are assembling what is technically the base of that building.

Then you have the studs supporting a window facade
Which I think is more of a modern type of construction
So  what is the speed of the wind hitting the building at 45 ft?

Within this region of the city?
ASCE 7.10 will tell you.

So, wood studs are probably good enough to support the glass,
and the loads from the environment such as high=speed winds,
At different intervals, which could potentially produce loads that are higher than
regular earthquake loads.

Which are also looked at through a lateral analysis on the building.
Often, they are not looked at based on the surface it hits.

Except, that for this type of construction,
There are winds during the construction, and also afterwards.

I'm actually slightly surprised that such a huge building is going up and I didn't really noticed it based on its dimension (or magnitude shall I say).

How about the basement, how big were the piles they dug?
